It's a basic english major with an emphasis on creative writing. It just means while you meet the requirements of the major, you have specially developed skills for creative writing. A good thing, maybe, though I can't imagine it would be practical. I mean, the degree would be worthless; your skills might increase a bit, but I don't imagine newspapers or journalists should be all that good at creative writing. If you're planning on writing a novel, then the practice of creative writing should help.
