It is not the purview of the police to determine why an idividual commits a crime, that is one of the elements of the functions of prosecutorial officials (also an executive function), with the advice and testimony of mental health professionals (governmental and private). The jucicial branch of government takes into account extenuation and mitigation (mental disorder contributing to criminal behavior) when awarding punishment; and, particularly with juveniles, mental health treatment can be ordered. That being said, major police departments train some sworn personnel in identifying and dealing with those having mental disorders in tactical situtations. This is done in an attempt to avoid or minimize violent confrontations. Criminal profiling, racial profiling, and community policing have much available literature.
